Income Tax Dept to Notify New ITR Forms by January; Income Tax Act, 2025 to Take Effect From April 2026

The Income Tax Department is set to issue revised Income Tax Return (ITR) forms and related rules by January 2026 as part of India’s transition to the newly enacted Income Tax Act, 2025, which replaces the six-decade-old Income Tax Act of 1961. 

Senior officials confirmed that the revamped forms are currently under preparation and will be released well ahead of implementation to give taxpayers sufficient time to adapt.

New Tax Law to Become Operational From April 1, 2026

The Income Tax Bill, 2025, passed by Parliament on August 12, marks a major legislative overhaul aimed at simplifying tax compliance. The new law will come into force from April 1, 2026, and seeks to make taxation more transparent, streamlined, and user-friendly.

Central Board of Direct Taxes (CBDT) Chairperson Ravi Agarwal, speaking after inaugurating the Taxpayers Lounge at the India International Trade Fair (IITF), said the department is working on a tight but achievable timeline.

“We are in the process of designing the forms and rules. Our goal is to implement them by January, giving taxpayers enough time to make the necessary changes to their systems,” Agarwal said.

Simplified, User-Friendly Tax Forms

According to officials, all reporting and compliance forms governed by the Income Tax Act—such as ITR forms and TDS quarterly return forms—are undergoing a complete redesign.
The Directorate of Systems is collaborating with the Tax Policy Division to make the new forms clearer and easier to navigate. Once vetted by the Law Department, the updated rules will be notified and subsequently placed before Parliament.

Major Structural Changes in the New Income Tax Act

Although the new tax legislation does not alter existing tax rates, it dramatically restructures the framework of the law to enhance clarity and ease of understanding. Key changes include:

  • Reduction in sections: from 819 to 536
  • Reduction in chapters: from 47 to 23
  • Reduction in total word count: from 5.12 lakh to 2.6 lakh words

To support comprehension and reduce ambiguity, the revamped Act introduces:

  • 39 new tables for summarised information
  • 40 new formulas to replace complex textual explanations

Officials emphasised that outdated terminology and redundant provisions have been removed to modernise the statute and enhance taxpayer convenience.

Objective: Simplified Compliance for All Taxpayers

The government’s central goal with the Income Tax Act, 2025, is to ensure that taxpayers find it easier to understand their obligations and file returns without confusion. The redesigned ITR forms, combined with a simplified legal framework, aim to reduce compliance burdens and minimise interpretational disputes.

The upcoming January notification will mark the first major step toward operationalising this extensive reform, allowing individuals, businesses, and tax intermediaries to prepare for the transition well ahead of April 2026.
