DGFT Amends CIMS Policy, Revises Registration Fee Structure Effective April 15, 2025

In a significant update to India’s coal import regulatory framework, the Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has announced an amendment to the Import Policy Condition No. 07(i) of Chapter 27, Schedule-I (Import Policy) of ITC (HS), 2022.

The amendment revises the fee structure for obtaining an Automatic Registration Number under the Coal Import Monitoring System (CIMS). The updated policy, which comes into immediate effect, aligns with the government’s aim to enhance transparency and streamline import monitoring for coal.

As per the existing policy condition, importers were required to pay a registration fee of Rs. 1 per Rs. 1,000 of CIF value, with a minimum of Rs. 500 and a maximum of Rs. 1 lakh.

However, as per the existing policy condition, the registration fee will now be charged as per Appendix 2K, which is expected to provide a more standardized and scalable fee regime.

The revised policy condition retains the requirement for advance information submission by importers in the CIMS portal.

It mandates obtaining an Automatic Registration Number through the online system before importing coal into India.

The updated fee schedule referenced in Appendix 2K will guide the new registration charges under CIMS.

The Director General of Foreign Trade hereby amends Appendix 2K (Scale of User Charges and Process for Deposit/ Refund of Application Fee/Penalty, etc) of Appendices and Aayat Niryat Forms (ANF).

Appendix 2K of FTP, 2023 has been revised to provide the provision of ‘ Registration Fee’

for various Import Monitoring Systems (SIMS/CIMS/NFMIMS/PIMS etc.) under Implementation, with immediate effect.
