GSTN has announced changes to the GST registration amendment process through an advisory dated November 1, 2026. The updated process distinguishes amendments to the Principal Place of Business from changes to other registration particulars.

While changes to the Principal Place of Business will continue to be examined by the Proper Officer, other specified amendments will take effect upon submission and successful online verification and validation.

1. What is the main change in the GST registration amendment process?

The revised process provides different treatment for amendments to the Principal Place of Business and amendments to other registration particulars.

Changes to the Principal Place of Business will continue to undergo examination by the Proper Officer. For other particulars covered by the advisory, the registration certificate shall stand amended upon submission and successful completion of the prescribed online verification and validations.

2. Will changing the Principal Place of Business still require examination by the Proper Officer?

Yes. An application to amend the Principal Place of Business, or PPoB, will continue to be examined by the Proper Officer in accordance with Rule 19 of the Central Goods and Services Tax Rules, 2017.

3. Which other registration particulars are covered by the revised online process?

The advisory covers changes relating to the legal name of the business; addition, deletion or retirement of partners, directors, Karta and similar persons; Additional Places of Business; and other particulars of FORM GST REG-01, excluding the Principal Place of Business.

For these changes, the registration certificate shall stand amended upon submission and successful online verification and validation.

4. Are changes to an Additional Place of Business treated differently from changes to the Principal Place of Business?

Yes. Changes relating to an Additional Place of Business are included in the revised online amendment process.

An amendment to the Principal Place of Business, however, will continue to be examined by the Proper Officer.

5. Which form must taxpayers submit for amending registration particulars?

Taxpayers must submit FORM GST REG-14, furnishing accurate particulars and uploading the relevant supporting documents.

They must also complete the prescribed online verification, wherever applicable.

6. Whose mobile number and email address must be verified?

The advisory makes online verification mandatory for the mobile number and email address of the Primary Authorised Signatory and one selected Promoter, Partner, Director, Karta, Member, Trustee or other applicable person.

The verification requirement therefore covers both the Primary Authorised Signatory and one selected person from the relevant category.

7. How can taxpayers complete OTP verification?

Taxpayers can complete verification through the GST portal’s OTP verification facility.

The facility can also be accessed through Services → Registration → OTP verification of GSTIN.

8. What is the deadline for completing OTP verification?

Taxpayers will have three days from the date of submission of the application to complete the prescribed OTP verification.

Verification must be completed successfully within this period.

9. What happens if OTP verification is not completed within three days?

If verification is not completed successfully within the prescribed three-day period, the Application Reference Number, or ARN, will not be generated.

The advisory specifies non-generation of the ARN as the consequence. It does not describe a separate rejection or cancellation procedure for this situation.

10. Will an ARN be generated immediately upon submitting FORM GST REG-14?

Submission alone does not ensure generation of an ARN. The advisory states that the ARN will be generated after successful completion of the required validations.

Taxpayers must also successfully complete the prescribed OTP verification within the three-day period.

11. Which identification details will be validated online?

The system will validate the Permanent Account Number (PAN), Director Identification Number (DIN) and Corporate Identification Number (CIN), wherever applicable.

Taxpayers should enter these details accurately to enable successful system validation.

12. When will the amended GST registration certificate become available?

The amended Registration Certificate will be made available on the common portal, wherever applicable, upon successful completion of the prescribed online verification and validations.

Applications concerning the Principal Place of Business will continue to undergo examination by the Proper Officer under Rule 19.

13. Are supporting documents still required?

Yes. The advisory expressly advises taxpayers to upload the relevant supporting documents while submitting FORM GST REG-14.

The revised online process does not remove the requirement to furnish supporting documents.

14. What should taxpayers check before submitting an amendment application?

Taxpayers should ensure that their amendment particulars are accurate, relevant supporting documents have been uploaded, and PAN, DIN and CIN details are correctly entered wherever applicable.

They should also ensure that the persons whose mobile numbers and email addresses require verification can complete the prescribed OTP verification within three days of submission.

15. What is the key takeaway for businesses?

Businesses should identify whether their proposed amendment concerns the Principal Place of Business or another registration particular.

Changes to the Principal Place of Business continue to require examination by the Proper Officer. Other covered changes follow the revised online process, under which successful verification and validation are essential. Failure to complete the prescribed OTP verification within three days prevents generation of the ARN.
