The advisory dated November 1, 2026, introduces a revised process for approving GST registration cancellation applications filed in Form GST REG-16. It incorporates system-based return validations and electronic approval without officer intervention, subject to the prescribed conditions under Rule 20 of the Central Goods and Services Tax Rules, 2017.

The processing route depends on the taxpayer’s category, return-filing compliance and, in specified cases, output tax liability for each tax period. Here are the key questions answered.

1. What has changed in the GST registration cancellation process?

The revised self-cancellation process introduces system-based checks to verify return-filing compliance and determine whether an application qualifies for electronic approval.

Eligible applications can be approved without intervention by the jurisdictional tax officer. Applications involving missed filing timelines will be assigned to the officer for further action.

2. Which form must taxpayers file for voluntary cancellation?

Taxpayers seeking voluntary cancellation of GST registration must submit Form GST REG-16.

The effective date of cancellation specified in the application is relevant for determining the returns that must be furnished.

3. Must pending returns be filed before submitting the cancellation application?

Yes. The system will verify whether the applicable returns required to be furnished on or before the effective date of cancellation specified in REG-16 have been filed. The application can be submitted only after the required initial validations are satisfied.

A separate “Pending for Returns Filing” stage covers returns relating to the period up to the effective date of cancellation that are not yet due for filing.

4. Is GSTR-3B compulsory if GSTR-1 or IFF details have already been furnished?

Yes. Where outward supply details for a tax period have been furnished through Form GSTR-1 or the Invoice Furnishing Facility (IFF), the taxpayer must also furnish Form GSTR-3B for that tax period.

Furnishing outward supply details alone does not satisfy this requirement.

5. What does “Pending for Returns Filing” mean?

An application may move to this stage after successful initial validations if returns covering the period up to the effective date of cancellation remain to be furnished but are not yet due.

The taxpayer must file these returns within their respective due dates to continue through the prescribed electronic approval process.

6. What happens if those returns are not filed on time?

The application will be assigned to the jurisdictional tax officer for further action.

The advisory does not describe this assignment as automatic rejection of the cancellation application.

7. Which taxpayer categories qualify for electronic approval after timely return filing?

According to the advisory, the following categories will receive electronic cancellation approval without officer intervention once the required returns are furnished within the prescribed timelines, subject to the stated conditions:

Composition taxpayers, Non-Resident Taxable Persons (NRTPs), Online Information and Database Access or Retrieval (OIDAR) taxpayers, and Input Service Distributors (ISDs).

8. What additional check applies to regular, casual and SEZ taxpayers?

For regular taxpayers, casual taxpayers and Special Economic Zone (SEZ) taxpayers, the system will examine output tax liability (OTL) for each tax period.

The result determines whether cancellation can proceed electronically on the basis of timely return filing or whether an additional GSTR-10 filing requirement applies.

9. What happens if output tax liability is ₹2.5 lakh or less for every tax period?

Registration will be cancelled through electronic approval without officer intervention, subject to the required returns being filed within the prescribed timelines and the other applicable conditions being satisfied.

An output tax liability of exactly ₹2.5 lakh falls within this category.

10. Is ₹2.5 lakh a turnover threshold or an annual tax liability limit?

Neither. The advisory refers to output tax liability for each tax period. It does not describe the threshold as annual turnover, annual aggregate tax liability or an average across tax periods.

For example, if OTL is ₹2 lakh for one tax period and ₹3 lakh for another, the condition that liability must remain ₹2.5 lakh or less in every tax period is not satisfied.

11. What happens if output tax liability exceeds ₹2.5 lakh in any tax period?

For regular, casual and SEZ taxpayers, where OTL exceeds ₹2.5 lakh in any tax period, Form GSTR-10 must be furnished within the specified three-day period, wherever applicable.

The application will move to the “Pending for Final Return” stage.

Exceeding the threshold does not, by itself, prevent electronic approval. Timely filing of GSTR-10 can still enable cancellation without officer intervention under the advisory.

12. How is the three-day GSTR-10 deadline calculated?

The starting point depends on whether the application passes through “Pending for Returns Filing”.

Where that stage applies, GSTR-10 must be furnished within three days from the due date of the returns identified at that stage.

Where that stage does not apply, the three-day period is calculated from the date of submission of the cancellation application.

13. What does “Pending for Final Return” mean?

This status indicates that the application is awaiting Form GSTR-10 under the applicable branch of the revised process.

Filing the final return within the specified timeline enables the application to proceed towards electronic approval, subject to the other conditions.

14. What happens if GSTR-10 is filed within the prescribed timeline?

Registration will be cancelled through electronic approval without officer intervention, provided the other applicable requirements are satisfied.

15. What happens if the taxpayer misses the three-day GSTR-10 deadline?

The application will be assigned to the jurisdictional tax officer for further action.

The advisory does not state that missing this deadline automatically rejects the cancellation application.

16. What is the GSTR-10 deadline if registration is subsequently cancelled by the tax officer?

According to the advisory, where the application is assigned to the tax officer and registration is subsequently cancelled, the taxpayer must furnish GSTR-10 under the existing process, wherever applicable.

The advisory describes this timeline as within 90 days from the effective date of cancellation. This is distinct from the three-day requirement specified for the relevant electronic approval route.

17. Does submitting REG-16 alone guarantee electronic cancellation?

No. Electronic approval depends on satisfying the applicable return validations, filing timelines and taxpayer-category requirements.

For regular, casual and SEZ taxpayers, the output tax liability check and, wherever applicable, timely filing of GSTR-10 also determine the processing route.

18. What should taxpayers check before applying?

Taxpayers should review the effective date entered in REG-16, complete the returns required for submission and identify any further returns that will become due for the period up to that date.

Regular, casual and SEZ taxpayers should also examine OTL for each tax period. Where the additional GSTR-10 condition applies, they should track the correct starting point for the three-day filing period.
