The Government of India has reiterated that membership with the Export Promotion Council for EOUs and SEZs (EPCES) is now compulsory for all Special Economic Zone (SEZ) units, developers, co-developers, and Export Oriented Units (EOUs). The directive was issued through the office of the Development Commissioner, Noida Special Economic Zone (NSEZ).
The official communication, dated March 2026, emphasizes that obtaining a Registration-Cum-Membership Certificate (RCMC) through EPCES is essential for availing various benefits under government export schemes, including exemptions, concessions, and other incentives.

The mandate draws its authority from earlier government notifications, particularly the Gazette Notification G.S.R. (771-E) dated August 5, 2016. This notification defines RCMC as a necessary certification issued by an Export Promotion Council, confirming that a unit or developer is registered for export-related benefits.
Additionally, a Public Notice dated August 26, 2019, authorized EPCES to issue RCMC certificates specifically to Export Oriented Units, further consolidating its role as the primary body for export facilitation in SEZs.
Mandatory Enrollment and Renewal
The latest notice urges all eligible entities—whether operational or newly established—to enroll themselves as members of EPCES without delay. Units that have already obtained membership are required to renew it for the financial period 2026–2027 to ensure uninterrupted access to government incentives.
Officials have stressed that failure to comply may result in the inability to claim benefits under the EOU/SEZ scheme, potentially impacting operational efficiency and financial planning for exporters.
Digital Process for Ease of Compliance
To simplify the process, the government has enabled online registration through the Directorate General of Foreign Trade (DGFT) portal. Applicants can submit their details digitally and obtain the e-RCMC, reducing paperwork and processing time.
