Centre Notifies New Recruitment Rules for Assistant Director (Official Language) in ED

The Central Government has notified new recruitment rules for the post of Assistant Director (Official Language) in the Directorate of Enforcement under the Department of Revenue, Ministry of Finance. 

The notification, issued under the powers conferred by Article 309 of the Constitution by the President of India, lays down the revised framework governing the method of recruitment, qualifications, service conditions and promotion criteria for the Group ‘A’ Gazetted post. 

Three Posts in Level-10 Pay Matrix

According to the new rules, the sanctioned strength for the post of Assistant Director (Official Language) is three posts, subject to variation depending on workload. The position is classified as a General Central Service, Non-Ministerial, Group ‘A’, Gazetted post.

The pay scale for the post has been fixed at Level-10 in the Pay Matrix (₹56,100–₹1,77,500). 

The post has been designated as a selection post, indicating that appointments will be made based on merit and eligibility criteria rather than automatic seniority.

Recruitment Through Promotion or Deputation

The rules specify that recruitment will primarily be through promotion, failing which the vacancy may be filled through deputation, including short-term contract.

Promotion Criteria

Promotion to the post will be available to Senior Translators in Level-7 (₹44,900–₹1,42,400) of the pay matrix with five years of regular service in the grade, and completion of mandatory training of two to four weeks in the relevant field from a government institute. 

The rules also provide transitional provisions under which Senior Translators with three years of regular service at the time of notification may also be considered for promotion.

Additionally, where juniors are considered for promotion after completing their eligibility service, their seniors will also be considered provided they are not short of the required service by more than half the prescribed period or two years, whichever is less.

Deputation Route Also Allowed

If suitable candidates are not available for promotion, the post may be filled through deputation from Central or State Governments, Union Territories, Universities or recognised research institutions, Public sector undertakings, and Statutory or autonomous organisations. 

Eligible officers must hold an analogous post, or Two years of service in Level-9, or Four years of service in Level-8, or Five years of service in Level-7 in their parent cadre.

For deputation appointments, the maximum age limit is 56 years as on the closing date of application.

Educational Qualifications and Experience

Candidates must possess a Master’s degree from a recognised university with a strong Hindi-English language combination. The acceptable combinations include Master’s degree in Hindi with English at the degree level; Master’s degree in English with Hindi at the degree level; and Master’s degree in any subject with Hindi or English as the medium and the other language as a compulsory or elective subject. 

In addition, candidates must have three years’ experience in any of the various areas namely translation work between Hindi and English, preferably involving technical or scientific literature, terminology development and implementation in Hindi and teaching or research in Hindi or English.

Preference may be given to candidates who have studied a language other than Hindi included in the Eighth Schedule of the Constitution at the Class X level.

Probation and Service Conditions

The rules prescribe a probation period of two years for the post. Standard provisions relating to reservation, age relaxation and concessions for SC, ST, OBC, ex-servicemen and other special categories will continue to apply as per government policies. 

The rules also state that a person entering into a marriage while having a living spouse, or marrying someone who already has a living spouse, will be disqualified from appointment unless exempted by the government under personal law provisions.

Role of UPSC in Promotions

The notification further provides that the Departmental Promotion Committee (DPC) for considering promotions will be chaired by a member or chairman of the Union Public Service Commission.

The committee will include additional Secretary, Department of Revenue and director of Enforcement

Consultation with the UPSC will be mandatory for promotions to the post.
