The Ministry of Finance, Department of Revenue, has issued Office Order No. 30/2026 dated 26 February 2026, announcing the empanelment and promotion of nine officers of the Indian Revenue Service (Customs & Indirect Taxes) to the grade of Commissioner in Level 14 of the Pay Matrix.
The order, issued by the Central Board of Indirect Taxes and Customs (CBIC), reflects a key round of senior-level promotions within the department, strengthening leadership in Customs and Indirect Tax administration across the country.
Eight Officers Promoted to Commissioner Grade
As per the official order, the President of India has approved the empanelment and promotion of the following officers to the grade of Commissioner of Customs & Indirect Taxes in Level 14 of the Pay Matrix (SAG), against the panel year 2026. The promotions will take effect from the date the officers assume charge of the promotional post and will remain subject to further orders:
- Dinesh Kumar Bisen (Batch 2008) – Date of Birth: 01.07.1977
- V. Pandiraja (Batch 2008) – Date of Birth: 19.05.1975
- Aneesh P. Rajan (Batch 2008) – Date of Birth: 24.12.1982
- Komathi K. (Batch 2008) – Date of Birth: 26.07.1979
- Neelesh Rautkar (Batch 2008) – Date of Birth: 26.12.1982
- Samaya Murali T. (Batch 2008) – Date of Birth: 15.06.1982
- K. Kalpana (Batch 2008) – Date of Birth: 15.02.1978
- Vinod Kumar (Batch 2008) – Date of Birth: 28.01.1980
All eight officers belong to the 2008 batch of IRS (Customs & Indirect Taxes), marking a coordinated elevation of a full batch segment to the Senior Administrative Grade.
Separate Promotion of Shri Leo John Ilango
In addition to the above promotions, the President has also approved the empanelment and promotion of Shri Leo John Ilango (Batch 2008) to the grade of Commissioner of Customs & Indirect Taxes in Level 14 of the Pay Matrix.
His promotion will take effect from the date of assumption of charge of the promotional post, but not prior to 1 March 2026, and will remain subject to further orders.
Posting and Charge Arrangements
The order clarifies that regular postings of the promoted officers will be decided separately with the approval of the Competent Authority. Until formal posting orders are issued, the officers will assume charge of the promotional post in situ, i.e., at their present place of posting.
For officers currently on deputation, the promotion will become effective from the date they return to their parent cadre and assume charge of the promotional post. In cases where deputation is to continue in an ex-cadre position, proposals from the borrowing authority may be considered by the Board for grant of proforma promotion in accordance with existing instructions.
Compliance and Administrative Formalities
The CBIC has directed that compliance reports regarding joining of the promoted officers be sent to the Board immediately, with copies endorsed to the Directorate General of Human Resource Development (DGHRD). A Hindi version of the order is expected to follow.
