Centre Revises SEZ Online User Charges from January 1, 2026

The Ministry of Commerce and Industry has revised the user charges for SEZ Online services with effect from January 1, 2026, following representations from the National Securities Depository Limited (NSDL), which manages the SEZ-Online system for Special Economic Zones (SEZs) across the country.

In a circular issued by the Department of Commerce (SEZ Division) dated February 12, 2026, the government stated that the decision was taken after examining concerns raised by NSDL regarding the financial viability of operating the platform.

Background: Migration to ICEGATE Impacts Revenue

The Department noted that NSDL has been managing the SEZ-Online system for the administration and management of SEZ transactions. However, with the migration of import-export and related transactions for goods from SEZ-Online to ICEGATE, NSDL’s revenue stream has been adversely affected.

As a result, it had become “unerative to manage operations,” prompting NSDL to seek a revision of service charges in line with recommendations made by a Committee chaired by the Development Commissioner, Cochin SEZ.

After detailed consideration of the issues raised, the government approved revised charges for various SEZ-Online services.

Revised User Charges

The revised transaction and service charges (excluding applicable taxes) are as follows:

  • Bill of Entry / Shipping Bill / DTA Sale / Deemed Export / DTA Procurement with Export Benefit / Zone to Zone Transfer / Temporary Removal / Sub-contracting: ₹50 per transaction
  • Softex Forms: ₹20 per invoice
  • AMC Fee for Unit: ₹750 per year
  • AMC Fee for Developer/Co-developer: ₹1,500 per year
  • Registration Fee for Unit (one-time): ₹25,000
  • Registration Fee for Developer/Co-developer (one-time): ₹50,000
  • Procurement of Services by SEZ Units from DTA: ₹10 per invoice

The circular clarifies that these revised rates will supersede the Department’s earlier letter dated December 2, 2021.
