The Ministry of Finance has imposed a provisional anti-dumping duty on imports of Low Ash Metallurgical Coke originating in or exported from Australia, China PR, Colombia, Indonesia, Japan and Russia.
The decision follows a preliminary investigation conducted by the Directorate General of Trade Remedies (DGTR)under the Customs Tariff Act, 1975. In its preliminary findings dated November 14, 2025, the DGTR concluded that imports of Low Ash Metallurgical Coke from the subject countries were being dumped into the Indian market at prices below their normal value.
The investigation further established that such dumped imports had caused material injury to the domestic industry, adversely affecting production, capacity utilisation, profitability and market share. On this basis, the DGTR recommended the imposition of provisional anti-dumping duty to prevent further injury pending the final determination.
The subject goods are Low Ash Metallurgical Coke, classifiable under tariff items 2704 00 10, 2704 00 20, 2704 00 30 and 2704 00 90 of the Customs Tariff Act. The product is defined as metallurgical coke with ash content below 18%, excluding ultra-low phosphorous metallurgical coke, and is primarily used in ferro-alloy manufacturing.
The notification prescribes country-specific provisional duties, ranging from USD 60.87 per metric tonne to USD 130.66 per metric tonne, depending on the country of origin and export. Key rates include:
- China PR: USD 130.66 per MT
- Colombia: USD 119.51 per MT
- Russia: USD 85.12 per MT
- Indonesia: USD 82.75 per MT
- Australia: USD 73.55 per MT
- Japan: USD 60.87 per MT
The duty applies irrespective of the producer, covering imports routed through third countries as well.
The provisional anti-dumping duty will remain in force for a period of six months from the date of publication of the notification, unless revoked, amended or superseded earlier. The duty shall be payable in Indian currency, with the applicable exchange rate determined in accordance with Section 14 of the Customs Act, 1962, as on the date of filing the bill of entry.
