From Ports to Policy: Rajesh Pandey Retires as Principal DG, DGGI

The Department of Revenue bid farewell to Shri Rajesh Pandey, IRS (Customs & Indirect Taxes), 1990 Batch, who superannuated on 31st August 2025 after an illustrious career spanning more than three decades. He last served as the Principal Director General, Directorate General of GST Intelligence (DGGI), where he played a pivotal role in strengthening India’s indirect tax enforcement framework.

An alumnus of Mechanical Engineering and a Master’s degree holder in Trade-Related Laws & WTO, Shri Pandey combined technical expertise with deep legal acumen. Over the years, he served in various capacities across key organizations, including the Directorate of Revenue Intelligence (DRI), Enforcement Directorate (ED), Central Bureau of Narcotics (CBN), and several Customs & Central Excise formations in Mumbai, Pune, and Ahmedabad.

As Chief Commissioner of Customs, JNCH Nhava Sheva (Zone-II), he oversaw operations at India’s largest container port, ensuring smooth trade facilitation while maintaining vigilance against smuggling and revenue leakage. His leadership extended to the GST regime as well, where he served as a Master Trainer for GST and was part of the GST Law Review Committee constituted by the GST Council in 2017.

Shri Pandey has also contributed immensely to capacity building, serving as a Resource Person at prestigious academies including NACIN, NADT Nagpur, National Judicial Academy Bhopal, Delhi Judicial Academy, Gujarat Police Academy, and various chambers of commerce like CII, FICCI, ASSOCHAM, and MCCIA.

His scholarly contributions include numerous published articles and his representation of India at international forums. In recognition of his distinguished service, he was conferred with the Presidential Award of Appreciation.

As colleagues, officers, and industry stakeholders bid him farewell, Shri Pandey is remembered not only for his administrative excellence but also for his mentorship, integrity, and commitment to public service. 

His retirement on 31st August 2025 marks the conclusion of a remarkable journey that has left a lasting imprint on India’s customs and indirect taxation landscape.
