Lok Sabha Passes Manipur GST Amendment and Appropriation Bills Amid Opposition Uproar

The Lok Sabha on Saturday passed the Manipur Goods and Services Tax (Amendment) Bill, 2025, which amends the Manipur Goods and Services Tax Act, 2017. Finance Minister Nirmala Sitharaman explained that the Bill replaces an ordinance necessitated by President’s Rule in the state, stressing that its passage is essential for implementing long-approved GST Council amendments. Without it, she warned, Manipur’s revenue collection would be adversely affected.

The House also cleared the Manipur Appropriation (No. 2) Bill, 2025, authorizing withdrawal of funds from the Consolidated Fund of Manipur for the financial year 2025-26. The Centre will provide an additional budgetary allocation of Rs. 2,898 crore, including Rs. 1,667 crore for capital expenditure. Of this, Rs. 523 crore is earmarked for rehabilitation of displaced persons in relief camps, while Rs. 542 crore will go towards strengthening security in the state.

Criticizing the opposition for disrupting proceedings, Sitharaman accused them of “shedding crocodile tears” for Manipur while blocking discussions on its budget. Both Bills were passed without debate amid continuous protests by opposition members.
