MCA Appoints New Chairperson, Members to CA Disciplinary Committee

The Ministry of Corporate Affairs (MCA) has reconstituted the committee under Section 28A of the Chartered Accountants Act, 1949, appointing Ms. Meenakshi Gupta, IAAS (Retd.) as Chairperson, along with Shri Malladi Siva Subrahmanyam, IAAS (Retd.) and Shri Naveen Singhvi as Members.

The constitution of the committee under Section 28A of the Act deals with the disciplinary mechanism for chartered accountants.

As per Notification, the Central Government has substituted certain members of the committee.

The revised composition now includes:

Ms. Meenakshi Gupta, IAAS (Retd.) – Appointed as the Chairperson. She will be operating from East Punjabi Bagh, New Delhi.

Shri Malladi Siva Subrahmanyam, IAAS (1993 batch, Retd.) – Appointed as a Member, based in Visakhapatnam, Andhra Pradesh.

Shri Naveen Singhvi – Appointed as a Member, presently serving as Principal Director (Commercial-II) in the Office of the Comptroller and Auditor General of India, New Delhi.

The notification clearly states that these amendments will take effect from the date of publication in the Official Gazette, i.e., June 30, 2025.

This move forms part of the Central Government’s ongoing efforts to maintain transparency and efficiency in the oversight of the accounting profession in India. The original notification constituting the committee dates back to January 19, 2011, and has undergone multiple amendments over the years, with the most recent prior amendment being on October 12, 2023.

The notified committee plays a critical role in the disciplinary process under the Chartered Accountants Act and ensures accountability and integrity within the profession.
