The Rajasthan High Court has initiated suo moto contempt proceedings against the Rajasthan University of Health Sciences (RUHS) for failing to grant affiliation to the Saloni Institute of Medical Sciences despite a previous court order.
The Single Bench of Justice Vinit Kumar Mathur took strong exception to RUHS’s inaction, stating that the university had failed to comply with the court’s directive issued on August 27, 2024. The court noted that the petitioner institution had met all eligibility criteria and that the university’s refusal to grant affiliation was arbitrary and unjustified.
The bench observed, “The respondent RUHS is bent upon harassing the petitioner-institution without any valid reason. This is a fit case for suo-motu contempt proceedings.”
The Saloni Institute of Medical Sciences had filed a writ petition demanding further rounds of B.Sc. Nursing admissions for the 2024-25 session, permission to admit students directly in case of vacant seats. Allocation of students by the Private Federation to ensure full occupancy. Grant of affiliation for the academic session 2024-25 and beyond.
Despite clear court orders favoring the petitioner, RUHS failed to act, leading to unnecessary financial and academic losses for the institute.
The court emphasized that RUHS’s inaction had caused five vacant seats at the petitioner’s institution, resulting in financial damage. The university’s delay in listing the institution for counseling rounds was deemed a deliberate attempt to obstruct its operations.
The High Court has directed the Registrar of RUHS to appear and provide an explanation for the non-compliance. A contempt notice has been issued, and the matter is scheduled for hearing on March 25, 2025.
