India Imposes Port Restrictions on Import of Jute and Textile Goods from Bangladesh
Imports Allowed Only Through Nhava Sheva Seaport; Land Port Entry Banned with Immediate Effect

The Directorate General of Foreign Trade (DGFT) has issued Notification announcing new restrictions on the import of certain goods from Bangladesh. With immediate effect, select items—primarily related to jute, flax, and bast fibers—will now be allowed entry into India only through the Nhava Sheva Seaport, with imports through any land port along the India-Bangladesh border being disallowed.
The directive modifies Para 19 of the General Notes Regarding Import Policy under ITC (HS), 2022 Schedule 1, and comes in continuation of DGFT’s earlier Notification No. 07/2025-26 dated May 17, 2025. This change is made under the powers conferred by Sections 3 and 5 of the Foreign Trade (Development and Regulation) Act, 1992, and with reference to the provisions of the Foreign Trade Policy (FTP) 2023.
Goods Affected
The notification lists nine categories of goods that are subject to the new port restrictions. These include:
Flax tow and waste (HS Code 530130)
Raw or retted jute and other textile bast fibers (530310)
Jute excluding flax, hemp and ramie (530390)
Single flax yarn (530610)
Single yarn of jute or bast fibers (530710)
Multiple folded yarn (530720)
Woven fabrics of flax (530919, 530929)
Unbleached woven fabrics of jute or other bast fibers (530010)
Imports of these goods from Bangladesh will only be allowed through the Nhava Sheva Seaport. Import via any other port, particularly land ports along the India-Bangladesh border, will not be permitted.
Transit Through India Allowed, Re-Export Prohibited
The notification clarifies that these restrictions will not apply to goods being exported from Bangladesh to Nepal or Bhutan through Indian territory. However, it prohibits the re-export of such goods from Nepal or Bhutan back into India.
